The IRS is fallible. They may not want you to know it, but mistakes happen all the time. People are issued false returns, charged with debt they don't owe, and even accused of fraud when they didn't commit it. If you know the IRS did something wrong, you have to act fast and do something about it before the IRS puts the blame on you!
